Bluff posts major general-plan updates; public urged to comment on housing, water and future-use map

Staff said the general plan should be updated roughly every five years and that many data points have changed since the town's 2019 plan. The future-use map was described as a guide for possible future zone changes but not an immediate rezoning; staff flagged areas previously identified for potential renewable-energy use and noted they may revisit those designations. Commenters applauded the breadth of the update and asked the town to explicitly affirm support for protecting Bears Ears National Monument, explore accessory dwelling units for housing affordability, strengthen the water section (including secondary-water-system options) and analyze flood risk associated with a nearby mining operation.
Staff reiterated that written comments will be accepted through Nov. 7 at office@townofbluffutah.gov and said the posted red-line draft is available for review.
