The draft proposes a $500 penalty and lists the Bluff mayor as the reporting/enforcement contact.
Public commenters questioned limiting the rule to commercial vehicles, arguing noncommercial idling also contributes to noise and air quality concerns. Speakers suggested that the two-minute threshold may be impractical and recommended a more education-focused rollout with signage; school buses and other borderline cases were raised as examples where blanket enforcement could be problematic.
Staff acknowledged the enforcement-designation question may require refinement and asked for written feedback before the Nov. 7 deadline.
