DCD: 2024 TID report shows $3.1B incremental value and identifies 2026 closeouts that could free ~$2.3M for housing

Summary
DCD reported about $3.1 billion in incremental value from 60 active TIDs and listed four districts likely to close in 2026 that could free about $2.3 million for housing programs or other uses.
Department of City Development presented the 2024 annual TID report and walked the committee through recent amendments, four newly created neighborhood housing TIDs in 2024, and TIDs that may close in 2026.
DCD said the 60 active TIDs had produced roughly $3.1 billion in incremental assessed value, about 6.8% of the city's total equalized valuation. The department noted that amendments in 2024 funded a mix of public infrastructure (streets, traffic calming, bike facilities), public plazas and parks, and targeted donations to underperforming TIDs.
Looking ahead, DCD identified four TIDs that are candidates to close in 2026 (TIDs 39, 42, 46 and 51), and estimated the dollar amount available for housing programs from those closeouts at roughly $2.3 million. Committee members asked for earlier notice of likely closeouts so that aldermen can consider alternatives for using increment — including reallocation into neighborhood‑scale projects — and asked DCD for timing and more precise projections tied to valuation updates.
Ending
DCD said staff will continue to coordinate with aldermen on amendment requests and will provide more precise closeout and surplus projections when final assessment numbers are available.
