Bluff proposes cemetery board, sexton position and transfer of recent burial plot from San Juan County

Bluff planning staff presented a draft cemetery ordinance at the Oct. 28 joint public hearing that would establish a Bluff Cemetery Board, create a cemetery sexton position responsible for operations, and authorize the town to collect fees once the fee schedule is updated.
Staff said the ordinance is focused on a specific area in the northwestern section of the Bluff Cemetery (described in the meeting as a recently used burial area) and that San Juan County currently administers the plots to the south. Town staff said a survey and a ground-penetrating radar (GPR) study are in progress to determine the precise extent of town-controlled plots and any potential future expansion to the west.
Josh Ewing, who identified himself as the incoming mayor, thanked staff for the work and suggested the town consider an open-house format to help residents navigate multi-page ordinance packages. No online commenters addressed the cemetery item during the hearing. Staff said San Juan County commissioners support the transfer in principle and that a formal paperwork resolution will follow once surveys are complete.
