Milwaukee officials presented a two‑part plan to pilot subsidized new construction on city lots.
The administration said it has $1.2 million in federal ProHousing grant funds dedicated to new construction and asked the committee to support a $1.6 million 2026 capital request that, when combined, would underwrite a modest pilot of roughly 23–25 new attached units (duplexes/townhomes) across selected sites. Department staff said pairing local funds with federal subsidy would create enough scale to issue a request for qualifications to multiple developers and to test lower‑cost attached building types intended to reduce per‑unit subsidy needs.
City staff said they expect to release an RFQ this fall or winter, select developers by spring and move design and predevelopment through 2026, with the first ground‑breaking contingent on developer schedules and permitting. The federal grant is limited to new construction activity; the administration said match requirements can be met with land value and other committed resources and would not rely on the capital ask as the match.
Several aldermen said they supported pilots but urged caution: one said the program should not draw money away from successful rehab programs (HomesMKE) that already have pipeline units and ARPA obligations. Staff said HomesMKE remains a spending priority and that the Revive pilot is sized to be complementary rather than a replacement. Members also pressed for clearer timelines, developer selection criteria and a plan for sustaining the approach beyond 2026 if the pilot proves successful.
