Bluff staff propose ending duplicative land-use clearance to cut public fees

Bluff staff told the Town Council and Planning and Zoning Commission on Oct. 28 that the towns land-use clearance ordinance is now duplicative of building-permit reviews and recommended its dissolution.
Staff said the land-use clearance requirement was created when Bluff lacked an in-house building department and San Juan County performed building-permit reviews. With a town building department now in place, officials said the application questions in the land-use clearance are already captured by the building-permit process and require review time by both planning staff and the building department.
The presentation noted one immediate effect: removing the land-use clearance would reduce the publics permitting fees by about $200 because applicants would not pay both a land-use clearance fee and a building-permit fee. Staff characterized the change as administrative rather than a policy shift, but said anyone concerned could request further review.
No members of the public signed up to speak on the item during the hearing; staff held the item open briefly before moving to the next agenda topic. The draft ordinance is posted on the town website for review.
