The commission on Oct. 28 approved the award of Invitation to Bid 25-060 to B & M Marine Construction for marina and seawall improvements at Hillsborough Marina and Roy Rogers Park in the city's north waterfront. The low responsive bid totaled $5,814,389.
Dr. Tammy Goode, capital improvements manager, said the project was competitively bid and will repair and replace seawalls and docks on both sides of the bridge and that the project also received a Florida Inland Navigation District (FIND) grant of slightly more than $2 million. Staff described the city match as approximately $3.6 million drawn from CIP funds.
Goode said B & M Marine was a responsive low bidder and previously completed significant boat-ramp repairs (Ellesdorf Boat Ramp) for the city. The commission voted unanimously to award the contract.
Construction impacts and timing: Staff said work on the north side (fishing-fleet area) includes full seawall replacement and new docks; work near Wahoo Bay Park will raise existing seawall caps but should not disturb the nearby sea-hive installations. Staff also said they had explored new printed or "living" seawall technology and will coordinate with the awarded contractor and vendors to evaluate rapid, lower-cost methods where feasible.
What happens next: Staff will finalize contract execution and coordinate staging and construction notices to marina users and the public. The FIND grant will be applied to the project and the city will fund its match from CIP allocations.
