Dr. Jim Moyer, elected supervisor for Orange Soil and Water Conservation District 2, used public comment time on Oct. 21 to press for a state-led, long-term plan to address water-quality issues at Star Lake and Lake Prima Vista.
Moyer said the lakes face recurring algae blooms and that responsibility and authority are distributed among state actors including the trustees of the Internal Improvement Trust Fund, the Florida Department of Health, the Florida Fish and Wildlife Conservation Commission and the Department of Agriculture. He said the lake properties include hundreds of owners and that other sources of runoff, including nearby road work on Silver Star Road, contribute pollutants.
Moyer praised local efforts such as the City of Ocoee's park projects and the blueberry farm's cooperation with state agriculture officials but said a coordinated state strategy and infrastructure, such as retention ponds, are needed to address long-term, extreme-weather impacts.
Commissioners asked clarifying questions about the supervisor's service area and thanked him for the briefing; no formal city action was taken at the meeting.
