The Borger City Council on Oct. 7 approved a professional consulting agreement with Don't Burn Me (DBM) to support work coordinated by the Panhandle Alliance for Safe Electricity (PHASE).
City staff said DBM will prepare periodic written reports to the PHASE committee summarizing tasks, actions and anticipated next steps, and that the firm must notify the city of any actions not included in the most recent report. City staff emphasized that the city retains discretionary authority over major decisions, including acquisition or litigation.
Under the agreement DBM will assume the cost of its services, expenses and legal fees. DBM’s compensation is contingent on recovery of damages associated with wildfire-related claims or related proceedings; the city bears no financial obligation except as may be authorized by future council action, staff said. The agreement follows the city’s earlier vote to participate in the Panhandle Alliance for Safe Electricity and a request for proposals seeking firms with expertise in utility evaluation and acquisition.
Representatives from DBM were present for council questions. A council member moved and seconded approval of the professional consultant agreement; the motion passed on a voice vote in the public transcript.
