At citizens' participation Oct. 28, Anne Sommer, chair of the Dockside Association board, told council that 134 households at Dockside had been evacuated in March with two days' notice and asked the city to accelerate guidance on what will be allowed on the site so co-owners can market the property to potential developers.
Sommer said co-owners voted not to repair a tower in August and now need clarity from the city about allowable replacement development so they can solicit competitive offers. She told council a recent reassessment reduced the property's assessed value dramatically; in her remarks she said the site was "originally assessed at $94,000,000 and its value was dropped by 80%." Sommer said homeowners are incurring housing and relocation costs and urged the city to "embrace our sense of urgency and help us now."
Council did not take immediate action at the meeting. Sommer asked that the city accelerate the public-process steps and zoning or variance guidance that would permit the association to market the property to maximize value for owners and protect the tax base.
