Planning commission backs North Platte DevCo housing redevelopment plan for Mulligan Meadows phases 4–5

The North Platte City Planning Commission on Aug. 28 recommended approval of the City of North Platte DevCo Housing Project Redevelopment Plan covering Mulligan Meadows phases 4 and 5.

Planning staff presented the redevelopment plan and its conformity with the city comprehensive plan, noting the area had been declared blighted and substandard and that redevelopment could increase housing stock and offer moderately priced units for working families. The plan includes extension of Fifteenth Street with four to five single‑family lots (phase 4) and construction of Curtis Avenue and additional single‑family lots (phase 5). The project also includes a 12‑unit multifamily building (three 4‑plexes) on a corner lot, and staff recommended approval of the resolution transmitting the redevelopment plan.

Gary Pearson, president of the North Platte River Chamber Development Corporation, told commissioners the organization has secured a Nebraska Rural Workforce Housing Fund grant for the multifamily units, that Bonneville Homes will construct basic structures, and that the development team will assume infrastructure costs and drainage work (including rerouting a ditch) to make the subdivision buildable. "We are doing a 12 plex multifamily facility," Pearson said, adding that the project will reduce the number of single‑family lots in the original plan from 51 to 49 because of the multifamily building and that the organization is willing to take risks on infrastructure to reduce housing costs for buyers.

Commissioner Jeff moved, seconded by Commissioner Bain, to recommend approval of the redevelopment plan and related actions; the commission voted to recommend approval. The recommendation will proceed to the City Council for a public hearing and formal action on Nov. 4.
