PSC approves three skilled-nursing facilities as low-income subscribers in Maryland community solar program

The Public Service Commission on Oct. 29 approved the qualification of three skilled-nursing facilities as low- and moderate-income (LMI) subscribers under Maryland's Community Solar Program.
Staff told commissioners that Arcadia Power LLC filed requests on Sept. 9 to qualify Rossville SNF Operations LLC, Roland Park SNF Operations LLC and Towson SNF Operations LLC as LMI subscribers on the basis that each property is a Medicaid service provider and provided approval letters from the Maryland Department of Health. Staff said Medicaid is listed as a qualifying program under the relevant COMAR provisions and that the commission has in prior matters qualified multiunit dwellings as LMI subscribers even when less than 100% of residents participate in a qualifying program.
"Staff recommends that the commission approve Rossville SNF Operations, Roland Park SNF Operations and Towson SNF Operations as low-income subscribers in the Maryland Community Solar program," the staff presenter said. Arcadia counsel Eric Wallace told the panel the company agreed with staff27s recommendations and had nothing further to add.
The commissioners approved the three qualifications in separate motions, with each motion receiving unanimous aye votes from the commissioners present.
The approvals mean the named skilled-nursing facilities may participate as LMI subscribers under Maryland's community solar rules, as staff described in reference to COMAR 20.62.03.03(d)(3) and related program guidance. Staff also noted prior commission practice allowing properties with less than 100% enrollment in a qualifying program to be approved as LMI subscribers.
The commission recorded the votes for each facility individually on the administrative agenda.
