Council approves downtown development plan and community sports study contracts

The Laramie City Council approved two professional services contracts addressing downtown planning and sports facilities.
The council approved a professional services agreement with Logan Simpson (Fort Collins) to produce a 15‑year downtown development plan, not to exceed $63,000. Director Tini said the firm was selected from a competitive process and is familiar to the city from previous planning work. The plan will update downtown visioning last done in 2011 and inform the Downtown Development Authority and private investment.
Separately, the council approved a contract with Barry Dunn McNeil & Parker (Barry Dunn) for a community‑wide sports facility study not to exceed $187,712. Director Bork described a five‑stage scope that includes inventory and condition assessment, a statistically validated needs survey, benchmarking, and strategic recommendations and feasibility analysis to guide potential facility investments and evaluate economic benefits of tournaments and programming.
Action: Both agreements were approved by roll call with votes recorded 5–0 (four absent). Staff said consultants will begin community engagement and return findings to council.
