The Laramie City Council adopted a project priority list on Oct. 21 for the city’s portion of a proposed 2026 countywide specific purpose excise tax (SPET). The subcommittee and staff presented a consolidated list of eight projects to be included in ballot language and later approval processes.
The city’s allocated share (presented in committee work) is $45,555,750 out of a countywide total $95,000,000. The city project priorities that remained on the list include: a Laramie Police Department project (replacement/remodel), a Laramie Animal Shelter replacement, Fire Station 1 replacement, surface water drainage improvements, prioritized street rehabilitation projects (including West Bill Nye Street), a sidewalk ADA improvement program (increased by $55,750 from prior list), and recreation center facility maintenance allocations. Staff said the airport item was removed because it is funded separately through the regional agreement.
Councilor Vihill said staff will develop ballot language in coordination with legal counsel and bring that language back to council before the joint resolution with the Board of County Commissioners is finalized. Councilors thanked the SPET subcommittee for negotiation work with county and town partners.
Action: Council adopted the project priority list and directed staff to prepare ballot language and follow the required joint‑resolution process; vote recorded 5–0 (four absent).
