The Seven Hills City Council voted to adopt Resolution 15-2025, renaming the city-owned parcel identified as permanent parcel number 552-05-001 (commonly known as the Seven Hills Farmers Market area) as MSG Joseph Andres Jr. Memorial Park and declaring the action an emergency.
Mayor Biaseada thanked council for quick action and described the naming as long overdue. "Resolution 15 is a long time coming because of working with the family," Mayor Biaseada said during remarks following the vote. Councilman Elliott praised the step: "Before I say yes to this, I wanted to thank the mayor for this. This is another promise that was, kept," he said.
The resolution passed after council suspended the rules to read it by title and approve it on first and final reading. The formal motion to adopt was made by Council Pro Tem Castanzo and seconded; the roll-call vote recorded all present council members voting yes.
In postvote remarks, the mayor outlined plans tied to the decision. He said the parcel choice grew out of earlier discussions around the Rockside project but that the family and city elected to place the memorial at the corner of Hillside and Broadview (the Farmers Market area). The mayor said a small renaming/dedication ceremony will be held on Veterans Day at 2 p.m.; American Legion Post 572 will participate and the event will include taps and a 21-gun salute. The mayor invited council and the public to attend.
The mayor also said the city will pursue a Cuyahoga County supplemental grant (addressed separately in Resolution 14-2025) and partner with the Northeast Ohio Patriot Organization, which will run a tax-deductible fundraising campaign to collect donations for Memorial Park improvements. According to the mayor, 100% of donations collected through that campaign would go to the Memorial Park fund. The mayor said grant funding and partner donations could support phased improvements over the next year or two.
The resolution identifies the honoree as "MSG Joseph Andres junior, United States Army Special Operations Command," in recognition of his service and sacrifice. The council adopted the resolution with an emergency clause; the formal adoption language in the meeting record shows the measure passed by roll call. No changes to park infrastructure were authorized at the meeting; the mayor described future design and funding steps contingent on grant awards and partnership fundraising.
Council members reiterated their support in brief comments. The mayor also announced the city's State of the City event will be Nov. 6 at noon in the community room adjacent to Council Chambers.
