Glenetti said the parcel is designated industrial in the comprehensive plan and that the applicant’s concept plan confines building to a buildable area south of an intermittent stream and includes a 75‑foot setback from Anderson Highway and a proffered public access easement (minimum 8 feet) for a future pedestrian/bicycle path outside of VDOT right‑of‑way.
Why it matters: The rezoning aligns with the county’s adopted 2025–2028 strategic plan goal of economic prosperity and aims to attract light‑industrial, manufacturing and warehousing uses to expand the nonresidential tax base.
Public comment and commission questions: Carl Schwendeman asked that the pedestrian path proffer require construction (not only right‑of‑way dedication) so the trail is built at the same time as the development and requested a 5‑foot sidewalk along Carter Gallagher Boulevard. Commissioners questioned the proposed future alignment of Carter Gallagher Boulevard because the concept plan showed two wetland crossings; staff said the roadway alignment is on VDOT’s 6‑year program, that right‑of‑way acquisition is outstanding (not all needed easements are in hand), and that final alignment and wetland mitigation would be determined in the design process.
Vote: The planning commission voted 5–0 to recommend approval of Case 25‑14‑REZ‑C, subject to the proffers presented on the record.
Ending: Staff noted that the proffers will be part of the record forwarded to the Board of Supervisors; commissioners asked staff to track the remaining right‑of‑way acquisition and to clarify whether the pedestrian path will be constructed or only dedicated as easement.
