Residents press board on delayed road work; VDOT funding reported intact for Horton Summit Road

James McDavid and Doug Jones spoke about Route 654 (Horton/Horton Summit/Orton Summit Road), saying they were told in 2022 that funding was in place for 2023 work, then received mixed information about cancellation. Jones read a VDOT email dated Nov. 12, 2024 into the record saying Horton Summit was on the secondary six‑year plan, the project became fully funded on July 1, 2024, and work was expected to begin when vegetation restrictions lifted and to be completed the following summer.
Board members said they were not aware of any board vote to remove funding for the road and that, as a general rule, the board does not cancel VDOT funding. County staff said they would follow up with VDOT (Mr. Sumter) and report back to residents; the administrator and staff committed to contacting the VDOT representative and providing an update at the next meeting.
Later in the meeting the administrator confirmed receipt of an email from the VDOT representative saying Horton Summit Road construction was scheduled to start Oct. 20 and that funding remained in place.
Other road matters: Residents and supervisors raised safety and pothole concerns on Natural Tone Parkway and Grover Cleveland Road near Weber City School; VDOT/maintenance and work‑order processes were discussed and staff said they would provide instructions to residents on how to file work orders.
