Council authorizes RingCentral phone-system purchase to replace end-of-life copper lines

The governing body authorized an agreement Oct. 21 to purchase a new RingCentral phone system to replace the city’s end-of-life phone infrastructure. IT staff explained the move reduces reliance on legacy copper circuits (which have caused recent outages), provides voicemail-to-email transcription, fax-to-email capability and integration options for Teams and mobile devices, and can route calls and messages with more flexibility.
Staff said the procurement will allow reuse of some existing handsets and a phased transition so not every desk phone is replaced at once. The vendor implementation partner (the city’s existing phone vendor) will assist with migration. Staff also noted anticipated savings from consolidated long-distance and fax costs once the new platform is in service.
Council members asked about procurement approach; staff said they had solicited multiple options and evaluated at least three vendors and that the recommended solution offered the best combination of functionality and price. A council member asked staff to include procurement-sourcing information in the staff report to clarify whether a sole-source or multi-quote approach was used; staff confirmed multiple vendors were considered and the packet will note that for the record.
Council authorized the city manager to execute the agreement as presented (amounts summarized in the staff report and subject to final city-attorney review).
