City accepts 60% annexation petition for Fazirilli West parcel and forwards proposal to Boundary Review Board

Lake Stevens City Council on Oct. 28 adopted Resolution 2025-11 to accept a 60% annexation petition for a single 3.1-acre parcel identified in staff materials as the Fazirilli West annexation proposal.

Planner Jill Needham told council the direct-petition method is in use; the county validated signatures representing at least 60% of valuation on Oct. 21. "Since this is only 1 property, that's only 1 homeowner. The property is about 3.1 acres in size, and it's located just South of Twentieth Street in the Southeast corner of the city," Needham said. The property currently carries a medium-density residential land-use designation and R8-12 zoning; the applicant is not requesting changes to land use or zoning.

Needham recommended council accept the 60% petition and forward the matter to the Snohomish County Boundary Review Board for review. After the BRB process, council will have an opportunity to adopt a final annexation ordinance.

Ryan Larson, applicant representative, said the applicant attempted to contact adjacent property owners but was unsuccessful in securing additional signatures and therefore did not expand the petition area. He said similar efforts to incorporate a nearby Pasadena development were considered but posed legal complications and potential appeals.

Council opened the hearing for public comment; no members of the public opposed the petition at the hearing. Council then moved, seconded and adopted the resolution by voice vote. The council recorded no roll-call vote in the minutes.

The action accepts the petition and begins the formal annexation process; no change to zoning or comprehensive-plan designation was requested at this stage.
