Lake Stevens City Council on Oct. 28 authorized the mayor to sign a consultant contract with Shannon & Wilson for the design of the Lower Stevens Creek channel realignment north of Hartford. The contract term runs through Dec. 31, 2026, and the total contract amount is listed as $853,204.80 in the packet.
Environmental Programs Manager Shannon Front told council the project would move the existing outlet channel that runs parallel to Hartford to the north side of Hartford, crossing near the fire station and upgrading the existing crossing at Hartford and Catherine Creek. "This contract is for the design of the Lower Stevens Creek Channel realignment North Of Hartford," she said.
Front said the contract brought to the council had two notable recent edits: added insurance provisions for use of a drone in survey work and a reinserted word in the indemnity section required by legal counsel. She apologized for the revisions and noted the most recent copy included the contract term and total payment.
Council moved and seconded a motion authorizing the mayor to sign the contract; the item passed on a voice vote with no recorded opposition.
No amendments were made to the scope at the meeting. The council did not attach additional conditions beyond the contract language presented. The motion authorized the executive to execute the agreement and proceed with consultant-led design work.
Shannon Front presented the item and answered questions about the contract revisions; no council member requested further changes before approval.
