The North Penn School District policy committee on Nov. 10 voted to forward a revision to Policy 3‑17 that would require employees to report any arrest or conviction to the director of human resources, supplementing existing mandatory reporting obligations under state law.
Solicitor Michael Summers said the change responds to uncertainty among employees about what must be reported. Under the proposal, any arrest or conviction — regardless of offense grading — must be reported to HR within the period specified by district procedures. Summers emphasized that the revision does not itself impose automatic disciplinary action; it is designed to ensure the district is informed promptly so it can assess next steps.
Board members asked whether the union was consulted; administrators said the change grew from prior conversations with union representatives and from employee questions. Members also asked whether law enforcement notifies the district; administrators said Pennsylvania Department of Education notifications exist for certain certificated employees but are not comprehensive for all staff.
