Solicitor Michael Summers said the draft removes detailed examples of off‑campus conduct from the athletics and activities policies and refers instead to the district’s general discipline policy to avoid conflicting language across policies. Summers described that as a substantive consolidation intended to reduce contradictory provisions.
Summers also explained a PIAA‑related change. In litigation brought by students enrolled in faith‑based nonpublic schools, PIAA revised its bylaws to allow students enrolled in nonpublic faith schools to participate on the athletic teams of the district where they reside when the nonpublic school does not offer a particular sport. The solicitor said the district’s policy language was updated to reflect that change and to match previously enacted rules that already allowed charter and home‑education students to participate when their school lacks a team.
Policy 1‑23 was also revised to add language addressing name, image and likeness (NIL) rights. The added text clarifies that students may enter into NIL agreements but that district employees and coaches are prohibited from negotiating or arranging NIL contracts on students’ behalf.
Board members asked clarifying questions about prior eligibility rules and the scope of the changes; Summers and administration staff confirmed the policy updates reflect the PIAA bylaw settlement and PSBA template language. The committee voted by voice to recommend the revised policies for first reading.
