City to seek design contract for Upper Lake dam embankment repairs at Barlow Community Center

City engineering staff told council on Sept. 9 that exploratory excavation near the Upper Lake dam exposed an old valve/overflow trench that had not been fully compacted after earlier work, and that the resulting settlement has become saturated and is causing visible subsidence on the embankment.
Brad (public works/engineering) said the Ohio Department of Natural Resources (ODNR) asked the city to mitigate the settlement rather than simply top‑dress the embankment. Staff recommended removing the affected material, replacing and compacting suitable backfill and documenting the work in engineered plans.
The city indicated it will seek a professional‑services contract with GPD Group for design of the Barlow Community Center/Upper Lake dam embankment repair project and noted the lower lake water level has been reduced while repairs are planned. Council asked questions about root causes (settlement due to incomplete earlier compaction) and confirmed the city will proceed with design and then return for construction authorization.
