The Webster Groves Board of Adjustment voted Oct. 9 to postpone consideration of Docket 24-35, an application by property owners Andrew Houghton and Nicole Healy for a variance to build a two-story addition at 849 Atlanta Avenue.
Board members said staff determined the plans submitted with the application require a larger variance than the one that was advertised for the Oct. 9 hearing, so the case must be re-advertised. "As the plans are submitted, it does require a bigger variance than was requested, which has not been posted," a staff member explained during the meeting.
The board made a motion to postpone the hearing to Nov. 6, 2025, at 6:30 p.m.; the motion was seconded and members present voted "aye." The transcript does not record the names of the motion mover and seconder. The chair said the board will re-notice affected property owners and post a new sign for the property to reflect the correct variance request.
The docket was read into the record at the start of the meeting as "an application by Andrew Houghton and Nicole Healy, property owners of 849 Atlanta Avenue," seeking relief from "municipal code section 53.073 C 0.2 to allow construction of a 2-story addition located 3.32 feet from the side property line" in the R-4 7,500-square-foot residential district. Staff advised that because the actual plans require a different (larger) variance amount than what was advertised, the board could not proceed with a public hearing and decision that night.
The board confirmed Nov. 6 as the next date, and members asked staff to place the matter on that agenda and to notify affected property owners. No public hearing testimony or final decision on the variance occurred on Oct. 9.
