Osage Beach approves first reading to hire Victus Advisors for $58,000 multi-sport feasibility study

Marketing and development director Eric Cundell presented the results of a competitive RFP process and recommended Victus Advisors LLC to perform a feasibility study for a municipal multi-sport venue. Cundell said eight firms responded and that he, the city administrator and the city's finance lead independently reviewed proposals before a unanimous staff recommendation for Victus.
Cundell described a two-phase approach in the Victus proposal: phase 1 (approximately $30,000) would deliver demand analysis, benchmarking and a go/no-go recommendation; phase 2 (approximately $28,000) would address site selection, funding options and more detailed programming if the city decides to proceed. "They've estimated this cost is gonna be $58,000... The first phase would be $30,000... If we agree to move forward, then we go into the second phase," Cundell said.
Cundell acknowledged the city has $55,000 budgeted for the study and recommended offsetting the $3,000 shortfall by transferring funds from the promotions and events budget under the city's O&M transfer policy. Board members praised the phased approach; Alderman Recker said the two-phase structure mattered to him because it prevents an all-in investment before staff and the board know whether the project is feasible.
The board approved the first reading/authorization to proceed with Victus for phase 1 by voice/roll call. Staff will finalize the contract and scope and return results from phase 1 to the board for consideration before committing to phase 2.
