Carl Junction board approves $2.5 million bid for 2025 waterline improvement project

"They are recommending Southern Construction for the amount of $2,496,320.20," Steve said when summarizing the engineer—s letter and bid tab. He described the scope as a multi-phased two-year effort that will remove undersized 2- and 4-inch lines in several neighborhoods, loop key areas to improve capacity and replace overburdened segments.
Steve told the board the city previously borrowed $2,200,000 from MPUA for the project and has spent about $148,000; that leaves a remaining balance of roughly $2,092,000 from that loan. To fund the full low bid, the city would need to draw about $403,000 from the sales-tax fund.
Councilor Roger Spencer moved to approve the bid and Walter Hayes seconded. The motion passed on a hand vote: 6 in the affirmative, 2 absent. Staff said a formal contract will be returned to the board after the engineering and contract paperwork are completed.
