Northshore board approves three February 2026 ballot measures, school plans and $10,200 donation

The Northshore School District Board of Directors voted on Oct. 27 to place three measures before voters in February 2026 and approved several district items.

The board approved Resolution No. 911, a renewal of the educational programs and operations (EP&O) levy, and Resolution No. 912, a general obligation bond measure, following a second reading and discussion of each. Directors described the EP&O levy as essential to sustaining staffing and extracurriculars that state funding does not fully cover. They described the bond as focused on building modernization, reductions of portables and seismic upgrades — including replacement of Shelton View and work at Kokanee — and said the bond figure reflected a compromise between need and community affordability. The board also approved Resolution No. 913, a renewal technology levy intended to fund devices, curriculum subscriptions, staff training and device replacement; staff noted the district will not begin collecting those levy dollars until 2027.

The board approved the 2025-26 school Strategic Action Plans (SAPs) for all schools. Directors praised the standardized SAP format and noted the plans consistently embedded the district's racial and educational justice goals. Board members asked and received confirmation that approved SAPs will be available on each school's website for families.

The board accepted a $10,200 donation from the Woodinville Basketball Club to Woodinville High School to pay coaching stipends.

Procedural votes earlier in the meeting included approval of the published agenda and a consent agenda of routine items (field trips and similar items). Board members who spoke in support of the measures included President Amy Cast; Director Sandy Hayes; Director Hanh Tran; Director Jacqueline McGourty; Director McCarty; and Vice President Elizabeth Sotak. Superintendent Justin Irish introduced each measure and explained that the district's levy and bond planning steering committee developed the recommendations and that these measures were developed after a Sept. 23 study session.

The board did not provide a roll-call vote tally in the public discussion; the chair announced each item as approved after calling for the vote.
