Committee approves jail pipe lining contract and hires architect for Courtroom 321 renovation

Jail pipe rehabilitation
County staff presented a bid from Care Construction to rehabilitate approximately 175 feet of 15‑inch pipe adjacent to the jail using cured‑in‑place lining technology. Staff said earlier camera inspections and a conservative estimate supported lining rather than full replacement; the lining and steam/UV curing process was presented as giving the pipe an expected 50‑year service life. The bid included a not‑to‑exceed allowance for manhole repairs (about $8,000), which staff said would be refined once crews are able to access and assess the manholes. The committee approved proceeding with the lining approach and contract award to the responsive bidder.
Courtroom 321 architecture services and budget request
Staff explained that a $500,000 allocation in the prior budget would not cover contemporary construction costs for a full courtroom remodel. The committee approved a proposal to hire Dewberry for architecture and design services at $100,500 so Core Construction, the county's construction manager for courthouse projects, can develop a guaranteed maximum price. Staff also presented a request to move an additional $700,000 into the project in FY2026, bringing the anticipated courtroom remodel budget to $1.2 million; committee members acknowledged construction cost escalation and approved moving forward with the architecture contract.
Outcome and next steps
Both items received committee approval. For the jail pipe work, staff will finalize contract documents with the selected contractor and refine the manhole scope once crews access the site. For the courtroom project, Dewberry will prepare documents for Core Construction to use in setting a GMP and staff will pursue procurement and budgeting steps to support construction.
