Peoria County awards janitorial services contract to incumbent after competitive bid review

The lowest bidder was materially lower than other proposals and staff cited inconsistent building‑by‑building prices, inaccurate square footage counts and concerns about the bidder's ability to staff and manage a countywide portfolio. Based on a scored evaluation that included procurement staff and department reviewers, the committee approved moving forward with PhD, which is the current cleaning provider.
Contract terms and timing
Staff recommended a two‑year contract with pricing provided out to five years for optional extensions. The new contract would be effective Jan. 1, 2026; in the interim the county is operating on a month‑to‑month basis under the prior contract that expired.
Outcome
Committee members asked clarifying questions about the evaluation process and the reasons the lowest bid was not selected. Staff replied that the procurement team documented scoring across quality and capability criteria and lacked confidence the lowest bidder understood the scope. The committee approved the recommendation to contract with PhD.
