Committee approves multiple road and bridge projects, engineering agreements and speed‑limit changes

Peoria County's Infrastructure Committee voted to advance several road and bridge projects, award engineering and construction contracts and adopt speed‑limit postings after staff presentations.

The committee approved a supplemental engineering agreement for the Principal Cemetery project to acquire a small parcel and easement and voted to proceed with the Principal Cemetery Road bridge project after a low bid of $916,400 from Autobahn. Staff said the county's township bridge program (TBP) now allows up to 100% of construction costs where funds are available and showed how local shares for the project result in relatively small township and county contributions per entity.

Engineering and federal funding

Members approved an engineering agreement selection for Redwood Road with Hutchinson Engineering, pending IDOT authorization for federal funds. The presented agreement amount was $1,406,834; staff noted federal projects require a qualifications‑based selection and later IDOT approval and that the county may elect to proceed "at risk" before state authorization.

Speed studies

- Duncan Road (Princeville Township): Staff presented a speed study recommending lowering the posted limit to 40 mph between Hackard Road and Laurel Road; committee approved an ordinance to adopt the reduced posting.

- Krause Road (mostly Hallett Township, portion in Medina Township): Staff recommended posting 45 mph (previously unposted 50/55) for the segment between Cloverdale and Rome Road; the committee approved the posting and members thanked staff for responding to resident requests.

Bridge maintenance and bids

- Smithville Road bridge: The committee approved a low bid of $529,000 from Autobahn for preventive maintenance on a large bridge with failing expansion joints to avoid costlier replacement later.

Staff cautioned that several federal and grant funding sources and intergovernmental reimbursement arrangements would affect when and how the county invoices federal or partner funds; projects that use federal STR funds will require appropriation up front and later reimbursement, and IDOT authorization can take months.

Outcome and next steps

The committee approved the engineering agreements, bid awards and speed postings and instructed staff to complete required intergovernmental agreements, submit federal paperwork to IDOT as required and proceed to contract administration.
