The Sunbury Planning and Zoning Commission on Oct. 27 recommended that City Council rezone parcel 41713101007004 (SA Group LLC) from not zoned to commercial C‑2, conditioned on reserving an 80‑foot right‑of‑way along the western boundary to allow for a future north–south connection.
Daryl Hennessy, City Administrator, told the commission staff met with the applicant and the property owner and emphasized the city’s intent to preserve room for a future roadway. Hennessy said there are no engineering plans yet for the future roadway, and any long‑term design will require coordination and likely city financing if the city ultimately owns the road.
Todd Hutchinson, the applicant’s architect, described adjustments to the site plan: “I was able to pull the drive over more to the east,” he said, and noted wetlands and sewer availability will affect timing. Hutchinson added the owner has committed to an arborist review to document significant trees and try to preserve as many as practicable.
Commissioners pressed the applicant on timing and potential conditions. One commissioner proposed reserving right‑of‑way on the site’s western boundary to ensure the city could later build the connector, and the commission settled on an 80‑foot reservation. Mayor Mary St. John moved the recommendation with that condition; Commissioner Miller seconded. Roll call was unanimous (4–0).
Hutchinson said he did not have authority to bind the current owner or the purchaser on the record at the meeting and asked time to secure those confirmations; staff and the commission recommended that final conditions and any applicant acknowledgements be clarified before the rezoning appears before council. The commission and staff noted that rezoning would not automatically force a sale or annexation; the legislative change would only take effect if council adopts an ordinance.
The commission clarified the rezoning is only for the zoning district; conditional use approval and a major site plan review will return to the commission at future public hearings if the project proceeds.
