On second reading Oct. 31, Multnomah County commissioners adopted an ordinance amending chapter 3 of the county code to clarify membership, responsibilities and operations of departmental budget advisory committees (CBACs). Amada Perez, director of the Office of Community Involvement, said the Central CBAC prepared the changes following a multi‑year improvement plan. Perez said the ordinance clarifies membership, minimum sizes and responsibilities to improve programmatic compliance and recruitment.
Commissioners and staff discussed the appropriate minimum membership level; staff said the proposed minimum provides a compliance baseline but the program’s goal is a more robust membership. Following feedback, an earlier proposed deletion of the district attorney and sheriff’s office references was reversed and the ordinance retained those offices. Public testimony touched on related funding priorities (including a call to ensure continued funding for body‑worn camera review). The ordinance was adopted by roll call.
