Council adopts Transpo 2026 budget; bill moves to third reading then passed

A motion to send the Transpo budget bill to the full council with a favorable recommendation passed and, at third reading, the ordinance was adopted by roll-call vote recorded as 9 ayes.
Council did not include line-item debate in the meeting minutes; staff will move the ordinance through the normal appropriation and implementation steps for the South Bend Public Transportation Corporation.
