Raytown updates purchasing policy to add Missouri bonding, insurance language

The Raytown Board of Aldermen on Oct. 7 approved amendments to the city's purchasing policy that add new language on payments for insurance and benefits, require language addressing bid performance and labor and material bonds for construction procurements above $50,000, and clarify procedures for future insurance procurements.
Michael Graham, the finance director, told the board the changes reflect annual review and Missouri requirements for construction procurements. He said the state requires specific bond language for construction contracts above $50,000 and that the amendment adds the four bond types the city must include. Graham also said the policy now includes guidance for health, dental and vision insurance procurements and clarifies use of Missouri Public Risk when applicable.
Alderman Bembs moved to approve the revisions; an alderman seconded and the board adopted the resolution by roll-call vote.
The amendments were described as primarily procedural updates to ensure compliance with state requirements and to give staff clearer direction on insurance and bond language for future solicitations.
