City holds MS4 stormwater meeting; engineers outline BMPs and tracking needs, resident flags local runoff

Senior City Engineer Brian Simmons presented the city’s annual MS4 (municipal separate storm sewer system) update at the Oct. 28 meeting, explaining the regulatory context (Clean Water Act and MPDES/MS4 permitting), the city’s Stormwater Pollution Prevention Program (SWPP), and existing and planned best‑management practices (BMPs).
Simmons summarized recent capital and maintenance work: replacement or repair of 60 sump structures, installation of nine hydrodynamic separators (SAFL baffles), two pervious pavement projects, seven bioretention basins, two dry retention basins and cleaning or reestablishing 10 swales/ravines. He said the current permit requires retention on‑site of a volume equal to 1 inch times newly reconstructed impervious surface and described inspection and reporting obligations.
During the public hearing, resident Tyler Piper said a gravel driveway at a nearby apartment complex is washing sand into a local catch basin on heavy rains; Simmons advised Piper to report the condition to City Hall and explained that city staff will investigate. Piper also requested a visual map of outfalls and asked whether the city can measure flows; Simmons said flow monitoring is possible on a project basis but whole‑city flow metering would be costly.
Simmons said future program needs include assessing pond capacity and re‑establishing pond function where sediment has reduced treatment capacity. The city plans to continue inspections, training for public‑works staff, and to integrate stormwater treatment into future street and utility projects.
Why it matters: MS4 compliance drives how the city manages stormwater runoff, street cleaning, erosion controls on construction sites and investments in ponds, swales and treatment devices that reduce pollutants reaching lakes and streams used by residents.
