Council transmits recreation, capital-improvement and related comp-plan text updates to state review

On Oct. 30 Tampa City Council voted to transmit to state review a comprehensive-plan text amendment (TACPA2506) that updates five sections of the plan: recreation and open space, capital improvements, solid waste, intergovernmental coordination, and definitions.

Katrina Corcoran, planning commission staff, described the draft language as streamlined and noted additions on access and health, resilience and sustainability, project resiliency, community engagement on capital projects and integrated solid-waste management. Corcoran said staff conducted stakeholder outreach beginning in June, held in-person and virtual meetings and received formal agency comments with no objections. Staff also performed an SB 180 review in coordination with the city's legal office and recommended transmittal.

Council discussed the item briefly; Councilwoman Hunter asked staff to confirm that the amendment does not change land-use map or zoning authority. Planning staff confirmed the changes are limited to the five identified text sections, although certain definitions used in the future land use section are being moved into the definitions section for timing reasons. The council voted to transmit the amendment; the planning commission had previously found the amendment consistent and recommended transmittal.
