Mound Council approves amended agenda, consent agenda and adopts appointments policy

The Mound City Council approved an amended agenda and a consent agenda and adopted a policy governing appointments to advisory commissions during its meeting Oct. 28 in council chambers.

Mayor Holt called for and received a motion to approve the agenda as amended — removing consent agenda item 4(e) (a Widmer pay request) and acknowledging two letters submitted regarding the council‑introduction item on the agenda. The council then approved the consent agenda, which, with item 4(e) removed, consisted of: approval of claims; minutes of the Oct. 14 regular meeting; Resolution 2586, permitting the 2025 tree‑lighting event and waiving fees for Nov. 20; pay request No. 1 to Pembroke Companies for $128,224.45 for project 25‑10; pay request No. 3 (final) to Create Construction for $3,340.99 for project PW2508; and pay request No. 6 (final) to Create Construction for $3,320.85 for project PW2408. The consent agenda passed on a roll call vote with Councilmembers Herrick, McNeig, Pugh, Castellano and Mayor Holt all recorded as "Aye."

Later in the meeting, the council adopted Resolution 25‑87, a policy formalizing procedures for appointments and reappointments to advisory commissions. The resolution, carried by voice vote, establishes the process for recruitment, review and interviews; staff said the policy will be posted and upcoming commission vacancies will be advertised in the city newsletter.

No fiscal amounts beyond the listed pay requests were modified during the meeting. Staff said implementation steps for the new appointments policy will follow and that the vacancy timetable will be distributed to the public in November.
