The City of Mission heard a presentation and motion to authorize an advance funding agreement with the Mission Economic Development Corporation (MEDC) for infrastructure work at a MEDC-owned property at 1407 East Expressway 83.
Interim City Manager Andy Garcia outlined the proposal, saying the work would include water lines, sanitary sewer lines and drainage infrastructure on the roughly 5-acre tract and that the city’s portion would not exceed $237,000 to be paid in advance. Garcia said the improvements are intended to make the property marketable and enhance its development potential and that the MEDC board approved the advance funding agreement on Oct. 15, 2025.
A councilmember moved and a second followed; the motion to approve was made on the record but the transcript does not record an explicit roll-call vote. The staff recommendation and the interim city manager’s presentation were recorded in the meeting packet and discussed in open session.
The council did not articulate additional conditions on the agreement in the public record at the Oct. 28 meeting. The item will be executed by the mayor if the council-authorized motion is implemented per staff direction.
