Portland — A roughly $41 million award discussed at the Oct. 30 work session would support electrification and efficiency upgrades at a new Cutter Garage facility, city fleet upgrades and workforce training through Portland Community College, staff said.
What staff described: James Valdez and Sam Brasso said the project awarded through the Collaborating for Climate Action funding opportunity includes three parts: infrastructure and electrification upgrades at the Cutter Garage site to support electric fleet maintenance and charging; energy efficiency upgrades at a subset of city fleet and facilities; and a community partner allocation to Portland Community College (PCC) and the PCC Foundation to develop EV technician and building‑operations workforce pathways.
Council scrutiny: Councilors asked whether the PCEF funds are tied specifically to electrification components of the project or whether the city is effectively funding a private landowner’s leased site. Staff clarified the PCEF portion targets the electrification‑related scope and proportionally funds the portion of the new facility dedicated to electric fleet functions. Councilor Smith asked for clarity on the total PCEF contribution; staff said the PCEF commitment to Cutter Garage and related activities is approximately $19 million of the larger $41 million collaborative award and that $10 million is allocated for PCC workforce development in initial materials.
