APS board to restart procurement for student-outcomes governance coach; will reissue RFP

After discussion of three options, the board reached consensus Oct. 15 to pause the stalled procurement and start the process over by reissuing a new RFP for an external coach to support student-outcomes focused governance.
The Albuquerque Public Schools Board of Education reached a consensus on Oct. 15 to restart the procurement process for a student-outcomes focused governance coach and reissue a new request for proposals.
Administration presented three options: continue with the current RFP process and finish evaluations; pause and allow incoming board members to complete the current evaluations; or cancel and reissue the RFP. Several board members, including new and continuing members, said the incoming board should have input into the process. Administrative staff noted that rescinding and reissuing would incur advertisement and staff time costs but no prohibitive contractual penalties.
"My preference would be 3," said a newly present board member, arguing that new members deserve the opportunity to participate in selection. Other members likewise favored restarting the process. The board chair confirmed "we have a consensus for option 3," and directed administration to manage reissuing the RFP and to provide timing updates to the (incoming) board.
Administration will handle the administrative tasks associated with reissuing the solicitation and will brief the board on the timeline for the next steps.
