Council hears staff reports on oversight committee, general plan implementation, school safety and recreation events
Summary
Council heard management reports including an unfilled oversight committee application period, a Nov. 3 deadline to submit 2042 General Plan implementation items, school crossing patrols and potential future SRO funding needs, HR recruitment updates, and recreation events including movie nights and Guadawin activities.
City staff used the Oct. 28 meeting to update the council on several ongoing administrative and community programs.
City administration reported that the oversight committee application deadline (Oct. 15) produced only two timely applicants and that staff recommends extending the posting until the city can obtain five members required for a Brown Act advisory body. The city administrator also told council departments to submit status updates on implementation programs in Chapter 11 of the 2042 General Plan by Nov. 3 so the city can report progress to the state.
Chief Cash reported intensified school-safety patrols at key intersections during morning drop-off and confirmed the prior school resource officer (SRO) had been funded by a 50/50 grant with the school; the school has not applied for that grant recently, so a local SRO would require a budget adjustment. Chief Cash and council described collaborative traffic and school-safety work and said they will continue coordination with the school district.
HR reported active recruitments for a city-administrator posting (applications under screening), airport police coverage changes (airport-funded additional hours), fire-captain applicants, wastewater/water operator interviews scheduled, a Nov. 13 open-enrollment fair, and rescheduling of anti-harassment training to Jan. 6. Recreation staff described community programming: a community hike, a growing free movie night (snack items under $5), community altar activities in the City Hall corridor for Guadawin and plans for adult sports and tournaments next year.
Council and staff also described the Project Hero motorcycle ride that stopped at Leeward Park and thanked volunteers and farm workers; staff noted upcoming Caltrans outreach on State Route resurfacing and bridge work and encouraged residents to use 211 and local food-bank resources during federal benefit delays.
