"We'll be sending out the incompleteness letter today," the staff member said, adding that issuing that letter within the first 10 days stops and resets the FCC shot clock so the city retains its full review period. Staff told the council the incompleteness letter is a typical first‑step and that the city will resume the review timeline once Verizon provides the missing materials.
