Wayne County commissioners approved a 36‑month professional services contract (with renewal options) with Giffels Webster Engineers to survey, monument and remonument protracted public land survey corners and controlling property corners across Wayne County.
Harry Kalogirakis, deputy register of deeds, briefed the commission on the statutory remonumentation program that has operated since 1993. He said the county participates in a statewide program funded by a portion of recording fees (a $4 filing fee collected by registers of deeds) that is awarded to counties as grants each year; the grant pot and award amounts fluctuate with statewide recording activity. For year one of the contract, Kalogirakis said the county was awarded approximately $283,000 for remonumentation work.
Kalogirakis told the commission Wayne County is in a "maintenance phase," meaning the office has located and recertified many monuments and now performs periodic checks rather than wholesale recovery. Commissioners asked whether there is a backlog; staff said there is no backlog but the contract was needed to resume field work after a lapse in contracting. Commissioners also asked about geographic focus and subcontractors; Kalogirakis said Giffels Webster will present a plan as part of the annual grant application process and that subcontractors named in prior contracts have participated historically.
Commissioner Wilson moved and Commissioner Killeen seconded the motion to approve the contract; the clerk recorded the motion as carried.
