Rockford council advances multiuse path IGA and approves several construction contracts; handrail project laid over

Alderman Frost reported the IGA with Winnebago County would cover an $18,200 city contribution, with funding coming from the 1% infrastructure sales tax and county funds. In committee the approval was recorded as receiving seven favorable votes. Frost also presented four contract actions: an award to Everlast Blacktop for multiuse path reconstruction in the amount of $577,006.49 (contract through Nov. 21, 2025; funded by the 1% infrastructure sales tax); a $59,999.99 award to NTRAC for a 2025 concrete channel repair package (contract through Nov. 28, 2025; funding: CIP General Fund); a $50,000 award to O'Brien Civil Works for citywide streetscape preservation (contract through Nov. 14, 2025; funding: 1% infrastructure sales tax); and a $586,390.35 award to DPI Construction for North Main Street handrail replacement (contract through May 8, 2026; funding: 1% infrastructure sales tax).
Council moved to lay over item 4 (the DPI handrail replacement) for further consideration. The clerk recorded that motion as passing with 11 ayes. The committee then advanced the remaining three awards; the roll call in the record shows 11 ayes on those items. Later in new business Alderman Frost presented an ordinance approving the IGA between Rockford and Winnebago County; the council recorded its roll call with members announcing "Aye" after the ordinance was presented.
The awards include stated contract durations and funding sources; the DPI handrail replacement was laid over and will return for further review. No amendments to the award amounts were recorded in the meeting transcript.
