Rockford council approves Haight Park rally permit, records objection to proposed Spring Creek solar site

The Rockford City Council on Oct. 14 approved a permit for the No Kings rally at Haight Park and recorded a resolution to file a legal objection with Winnebago County to a proposed solar energy facility at 8616 Spring Creek Road.

The Code and Regulation Committee presented two items: (1) a permit for an event scheduled Oct. 18 at Haight Park, 451 Lafayette Ave., from 11 a.m. to 1 p.m. with roads to close at 9 a.m.; and (2) a resolution directing city staff to file a legal objection with Winnebago County to the proposed solar facility at 8616 Spring Creek Road. Alderman Bonnie introduced both items and brought them to the council for consideration.

Alderman Salgado asked how the objection process is initiated and who advances it. The mayor and Mr. Cagnoni, a city planning official, explained that Winnebago County posts zoning board of appeals agendas and the city’s planning staff reviews items within roughly 1.5 miles for consistency with the city’s long‑range plan. "Our planning and zoning team reviews that agenda to determine what requests may be within a mile and a half of the city of Rockford and whether they're consistent with our long range planning and economic development efforts," Mr. Cagnoni said. He said staff had advised the applicants that the proposal conflicted with the city's land‑use plan and that the city had invested in water and sewer infrastructure in the area.

Council members debated the items briefly; the clerk recorded the roll as "11 ayes on item 1, 10 ayes on item 2, and 1 upstate" as read into the record. The record therefore shows the event permit advanced on the council vote and the resolution to file an objection was recorded as receiving ten favorable votes as read by the clerk.

Several council members discussed public safety planning for the Haight Park event after Alderman Beach noted the organizers' estimate of up to 3,500 attendees. Alderman Frost urged organizers to coordinate a security plan with the city and to provide for paid security so the event would not draw officers off regular patrol. Police Chief Fred said the department has been in "constant communication with the organizer of the event as well as our area law enforcement partners" and noted the department used assigned officers and an extra standby team of hired‑back officers at prior rallies.

The council record shows the resolution opposing the Spring Creek solar proposal will be submitted to the county as part of the zoning process; the transcript and staff comments identify the objection as coming to the county through the normal zoning board channels.
