Committee approves sidewalk gap contract after low bidder fails to bond

The Public Works Committee voted Sept. 8 to award the Sidewalk Gap Project Phase 2 (project 718) to Phoenix Concrete LLC for $561,957.80 after the originally low bidder was unable to meet bonding requirements.
Erin Rovolo, senior staff engineer, said the originally awarded contractor could not satisfy contract bonding obligations and the city recommended awarding to the next responsible bidder. Committee members asked about bid differences and the procurement timeline; staff described the bid advertisement, pre-bid meeting and evaluation process and said they had contacted the low bidder to confirm awareness of obligations before proceeding to Phoenix.
The committee approved the motion and took a roll call vote in favor.
"We had to choose the next responsible bidder after the low bidder could not secure bonds," Rovolo said.
