Committee approves design contract for Shear Road reconstruction, forwards grant agreement to council

The Lee's Summit Public Works Committee approved a motion Sept. 8 recommending the city hire Lochmuller Group Inc. for design services on the Shear Road Reconstruction project from Ward Road to M-291.
John Pershing, staff engineer, described the scope as a near-full replacement of the corridor including a probable three-lane cross-section, sidewalks and stormwater improvements to improve sight distance and safety. The committee moved and approved an ordinance to award the professional services contract to Lochmuller Group for $1,249,297 and authorized the city manager to execute an agreement.
Staff also presented a Surface Transportation Block Grant application award related to the same Shear Road project and explained how federal transportation funds are competed and allocated through the Mid-America Regional Council. Michael Parks said the grant covers the federal share while the city will provide the local match; staff discussed the typical allocation process and noted Mayor Pro Tem Lopez sits on the MARC board. Committee members asked about vertical curves and safety concerns on the corridor; staff confirmed the project is intended to address those issues.
The committee voted to forward the STBG funding agreement (TMP-3410) to full council with a recommendation of approval.
