Commission approves three housekeeping ordinances to align licensing language with state law

City staff told the commission on Oct. 28 that a review of local alcohol‑related ordinances recommended language cleanup to align municipal code with state statutes. The commission approved three ordinances:
• Ordinance G13‑78: Amend City Code section 6.2 to remove obsolete dance‑hall language that had constrained entry requirements tied to a now‑repealed license. Staff described the change as cleanup, not a substantive policy shift.
• Ordinance G13‑79: Amend City Code section 6‑74 to update grounds for disqualification from receiving a cereal malt beverage (CMB) license by removing outdated references to character and citizenship that conflict with state statute.
• Ordinance G13‑80: Amend City Code section 6‑205 to remove a residency prohibition for license issuance so the local code conforms with state law.
Chief (Police) and Major Henderson presented the updates and said the changes were primarily language adjustments following advice from the Kansas League of Municipalities. Commissioners asked clarifying questions about whether the changes allow dancing or change licensing practice; staff responded they are not intended to alter current practice, only to clean up obsolete language. Each ordinance was moved, seconded and approved by voice vote.
