Chief Costa introduced Captain Miguel, noting his nearly 26 years with the department and leadership of the new records-management system. The council voted to approve Miguel's appointment and to authorize a contract and fiscal-impact statement; the council directed staff to schedule a signing and swearing-in when the contract is finalized.
Separately, the council approved a reimbursement to support a lateral hire under state statutes. The chief said the reimbursement invoice totaled $33,636.95 for background checks, academy time and associated costs; the council voted to pay the amount from the police department's salary account. The chief said the department currently has two officers in the academy, two vacancies and officers on leave, and that the lateral hire will help staffing ahead of the next academy class.
Councilors discussed the training duration and the department's plan for field training (estimated 6'8 weeks) and confirmed the town will cover the reimbursement from the salaries line rather than other funds.
