Summary
The board approved a contract with an educator‑advancement vendor (referred to in discussion as BlueBoard / Bloom board) to create multiple pathways for dual‑enrollment students, paraprofessionals and post‑baccalaureate candidates to earn Pennsylvania teaching certification while working in the district.
The Pennridge School District board on Oct. 14 approved a contract with an educator‑advancement vendor referenced in committee materials and discussion as BlueBoard (also mentioned as Bloom board in public comment). Personnel committee members said the program provides three pathways: a dual‑enrollment pathway for students that aligns college coursework to future teaching certification, an adult pathway to help paraprofessionals and support staff earn certification while continuing to work, and a post‑baccalaureate/intern pathway for employees pursuing instructional certification.
Board members asked clarifying questions during the personnel discussion about how college credits would be managed, how student teaching would be supervised and how the program interacts with existing tuition reimbursement. Administration explained the vendor would align candidates with a partnering college, allow classroom experience to count toward certification requirements when allowed by the college and Pennsylvania Department of Education rules, and provide mentorship so working employees need not leave the classroom to complete practicum requirements.
Several speakers raised concerns about language in the contract referring to ‘‘equity.’’ Administration and other supporters explained that, in this context, equity referred to reducing barriers — time and cost — that prevent qualified district employees from completing credentialing while maintaining Pennsylvania Department of Education standards. The superintendent and personnel committee members stressed that academic and performance benchmarks required by the state remain in place.
The motion to approve the contract passed on a voice vote.
(Reporting note: the vendor name appears in meeting materials and discussion as both BlueBoard and Bloom board; the board approved the contract as presented.)
